In the circumstances/period… (so new)…. State the special context: ① because of that situation, that happened, ② even in that situation still…（〜にあっても）.
注意 / Note：Attached to nouns denoting periods, places, situations. Formal speaking and writing.
比較 / Compare：〜にあって（because of that situation）／〜にあっても（even in that situation）。Different 〜において (neutral, indicating place/field).
よく出る形 / Common form：名（時期・状況・場所）＋にあって(も)。Frequent: 混乱期にあって・不況下にあっても.
明治時代の初め、日本はまさに発展途上期にあって、みな生き生きとしていた。
