Even though it says... but in reality.... Admitting the previous point, but reality is not as expected.
注意 / Note：Written, formal. The latter part is the speaker's judgment/assessment.
比較 / Compare：〜とはいえ（admitted but reality is not as expected）／〜といえども（even the strongest case is no exception, harder）.
よく出る形 / Common form：普通形＋とはいえ＋（話者の判断）.
春とはいえ、まだ風が冷たい。
Even though it's spring, the wind is still cold.
知らなかったとはいえ、迷惑をかけたことに変わりはない。
Even if you don't know, the trouble still doesn't change.
値段が高いとはいえ、品質を考えれば納得できる。
Even though it's expensive, considering the quality, it's understandable.
