大阪府警は19日、背任の疑いで、大手ゼネコン「竹中工務店」の元大阪本店総括作業所長・河井辰巳容疑者(61)=奈良市=を逮捕しました。容疑は、2025年2月から6月にかけて、下請け業者と共謀し、万博会場の仮設事務所の内装工事費を水増し請求させ、会社に約1369万円の損害を与えたというものです。
On the 19th, Osaka Prefectural Police arrested Tatsumi Kawai (61, residing in Nara), former general site manager of Takenaka Corporation’s Osaka head office, on suspicion of breach of trust. He is accused of conspiring with a subcontractor between February and June 2025 to inflate the interior construction costs of a temporary office at the Expo site, causing approximately 13.69 million yen in damage to the company.
関係者によると、水増し分は河井容疑者の自宅や所有するマンション、親族が経営する飲食店のリフォーム費用の一部に充てられていた疑いがあります。総額では6000万円以上の利益を得ていた可能性があり、府警はさらに詳しく調べています。19日には竹中工務店本社の家宅捜索も行われ、段ボール箱を持った捜査員らが次々と入る様子が確認されました。
According to sources, the padded amount is suspected to have been partly used for renovating Kawai’s home, an apartment he owns, and a restaurant run by a relative. He may have obtained benefits totaling more than 60 million yen, and police are investigating further. On the same day, a search was also conducted at Takenaka’s head office, with investigators carrying cardboard boxes seen entering one after another.
逮捕容疑の詳細によると、河井容疑者は下請けの奈良県内の土木建築会社に指示し、部材や工賃の単価を水増ししたり、架空の作業費を計上したりして、約2779万円を振り込ませたとしています。このうち正規の工事費を除いた約1369万円が会社の損害とされています。河井容疑者は当時、万博工事の現場責任者として下請け業者を事実上選定できる立場にありました。
According to the details of the arrest warrant, Kawai instructed a civil engineering company in Nara Prefecture to inflate unit prices for materials and labor and to record fictitious work expenses, causing approximately 27.79 million yen to be transferred. Of this, about 13.69 million yen excluding legitimate costs is considered the company’s damage. At the time, Kawai was the on-site manager and was effectively in a position to select subcontractors.
竹中工務店は大阪・関西万博のシンボル「大屋根リング」の西工区(約700メートル)を、共同企業体(JV)の一員として担当していました。大屋根リングは全周約2キロの世界最大級の木造建築物で、万博の象徴的な存在でした。同社は逮捕を受け、「従業員が逮捕されたことは誠に遺憾。厳粛に受け止め、警察の捜査に全面的に協力し、事実関係を確認次第厳正に対処したい」とコメントしています。
Takenaka was responsible for the western section (about 700 meters) of the “Grand Ring,” the symbol of the Osaka-Kansai Expo, as a member of a joint venture (JV). The Grand Ring is one of the world’s largest wooden structures with a circumference of about 2 km. The company commented: “It is truly regrettable that an employee has been arrested. We take this seriously, will fully cooperate with the police, and will deal strictly once the facts are confirmed.”
