大阪市は9月から、0〜2歳児の保育料を第1子から無償にしました。政令市では初めての取り組みです。
From September, Osaka City has made childcare fees completely free for children aged 0 to 2, including the first child. This is the first such measure among Japan’s major ordinance-designated cities.
これまで大阪市は2024年9月から第2子の保育料を無償にしていました。今回、第1子まで拡大し、所得制限なしで対象にしました。約1万6100人の子どもが新たに無償で利用できるようになります。
Previously, from September 2024, Osaka had made fees free for the second child. This time it has expanded the free coverage to the first child with no income limit. About 16,100 children will newly be able to use the service free of charge.
対象は認可保育施設(保育所や認定こども園など)と、企業主導型の保育施設です。市は「日本一の子育て・教育サービス」を目指しています。
The coverage includes authorized childcare facilities (nurseries, certified centers, etc.) and company-led childcare facilities. The city aims for “Japan’s best childcare and education services.”
さらに、保育所を利用しない在宅育児の家庭には、子ども1人につきクーポンを支給する予定です。保育需要の急増を防ぎながら、少子化の傾向を反転させたい考えです。2026年度は約70億円、来年度以降は年間約110億円の費用が見込まれています。
In addition, households raising children at home (not using nurseries) will receive coupons (about 50,000 yen per child, later 100,000 yen per year). The aim is to prevent a sudden surge in nursery demand while reversing the declining birthrate. Costs are estimated at about 70 billion yen in 2026 and about 110 billion yen annually thereafter.
