The government is considering cash payments to low- and middle-income people. The plan is to implement them in April 2029, when the consumption tax rate on food is returned from 1% to 8%.
来年4月から2年間、食料品の消費税率が1％に引き下げられます。しかし2029年4月に8％に戻すと「大増税」になるため、負担を和らげるための給付が必要だと判断されました。
From next April, the consumption tax rate on food will be reduced to 1% for two years. However, returning it to 8% in April 2029 would amount to a “major tax hike,” so payments are considered necessary to ease the burden.
この給付は、将来本格導入される「所得連動給付」（給付付き税額控除）のつなぎ役としても位置づけられています。高市首相は「2年後には確実に税率を元に戻す」と明言しています。
This payment is also positioned as a bridge to the “income-linked benefit” (refundable tax credit) that will be fully introduced later. Prime Minister Takaichi has clearly stated: “In two years I will take responsibility for reliably returning the tax rate.”
詳細はまだ決まっていませんが、年2回の給付案なども検討されています。低所得層の生活を守るための重要な政策になる見込みです。
Details have not yet been decided, but options such as twice-yearly payments are also under consideration. It is expected to become an important policy for protecting the livelihoods of low-income groups.
