On the 31st the Children and Families Agency announced it will abolish the preferential gift-tax treatment that allowed parents or grandparents to transfer marriage and child-rearing funds in a lump sum to children or grandchildren. Up to 10 million yen per recipient had been tax-free.
Because the permitted uses were limited and the procedures complicated, there were only 219 cases in fiscal 2025. It was judged to have limited effect, so abolition was decided.
This review is part of the “Japan-version DOGE” effort to cut wasteful spending. The agency plans to review about 13 billion yen worth of projects. Children Policy Minister Kikkawa said: “Increasing the budget is not the measure of success; we should review what needs reviewing and allocate funds to necessary policies.”
The agency is requesting a record high of about 7.74 trillion yen for the 2027 budget. It aims to concentrate funds on necessary support such as childcare centers and child allowances.
