千葉の豪雨で死者9人　住宅浸水1000棟超、放置車両の撤去続く

千葉県の豪雨で、県は15日、新たにいすみ市の70代男性の死亡が確認かくにんされたと明らかにしました。死者ししゃは関連調査中を含め9人となりました。他に1人が行方不明ゆくえふめいとなっています。

In the heavy rain that hit Chiba Prefecture, the prefecture announced on the 15th that the death of a man in his 70s in Isumi City had been newly confirmed. The death toll, including cases still under related investigation, has risen to nine. One other person remains missing.

県によると、いすみ市の男性は14日に用水路で発見されました。県警は15日、千葉市若葉区で行方不明となった男性を50人態勢で捜索そうさくしましたが、発見には至りませんでした。

According to the prefecture, the man in Isumi was found in an irrigation channel on the 14th. On the 15th, prefectural police searched with a 50-person team for the missing man in Wakaba Ward, Chiba City, but he was not found.

住宅じゅうたくの浸水しんすい被害は1087棟に上り、内訳は床上が597棟、床下が490棟です。損壊そんかいは73棟に増えました。

Flood damage to homes reached 1,087 buildings: 597 with water above floor level and 490 below. The number of damaged buildings rose to 73.

県と千葉市によると、冠水かんすいした道路で動けなくなり、放置ほうちされた車両しゃりょうは1200台以上とみられます。県や市は災害対策基本法に基づき撤去てっきょ作業を続けています。

According to the prefecture and Chiba City, more than 1,200 vehicles are believed to have become stranded on flooded roads and been left behind. The prefecture and city are continuing removal work under the Basic Act on Disaster Countermeasures.

熊谷俊人知事は15日、復旧ふっきゅう事業に対し国からの補助ほじょを拡充かくじゅうする「激甚災害」への指定していを求める考えを示しました。佐倉市の被災現場げんばを視察しさつ後、記者団に「全体像や被害額を取りまとめ指定に向けお願いしていく」と述べました。

On the 15th, Governor Toshihito Kumagai indicated his intention to seek designation as a “major disaster” so that national subsidies for recovery projects can be expanded. After inspecting the damage site in Sakura City, he told reporters he would compile the overall picture and the scale of damage and then request the designation.

同行した自民党の小林鷹之政調会長は「全国のレッカー車を千葉県に集中的に投入とうにゅうしてもらえるよう国を通じて働きかけるはたらきかける」と述べました。千葉市中央区の市役所付近では、職員らが汗を拭いながら路上に取り残された乗用車を押す姿も見られました。タイヤが道路にたまった泥どろにはまり「だめだ、重くて動かない」という声も聞かれましたが、なんとか移動させ次の現場へ向かいました。

Policy chief Takayuki Kobayashi of the Liberal Democratic Party, who accompanied the governor, said he would work through the national government to have tow trucks from across the country concentrated in Chiba Prefecture. Near city hall in Chuo Ward, Chiba City, staff could be seen wiping sweat as they pushed stranded passenger cars. Tyres sank into the mud that had collected on the road, and voices saying “It’s no good, it’s too heavy to move” were heard, but they managed to shift the vehicles and moved on to the next site.

千葉県では13日夜から14日未明にかけ、大雨と土砂災害のレベル5特別警報とくべつけいほうが出ました。避難所ひなんじょには最大7千人以上が身を寄せました。総務省消防庁は15日、大雨に伴う県への避難指示が全て解除かいじょされたと明らかにしました。

In Chiba Prefecture, a Level 5 special warning for heavy rain and sediment disasters was issued from the night of the 13th into the early hours of the 14th. At peak times more than 7,000 people took shelter in evacuation centres. On the 15th the Fire and Disaster Management Agency of the Ministry of Internal Affairs and Communications announced that all evacuation orders related to the heavy rain in the prefecture had been lifted.

水田すいでんや畑はたけの冠水被害も生じており、県が確認を進めています。

Paddy fields and other farmland have also suffered flooding, and the prefecture is continuing to confirm the extent of the damage.
