接続：動ない形 ＋ までも
Even though it's not to the extent of..., at least it's.... Lower the requirement to minimum level.
注意 / Note：The latter usually has せめて・少なくとも. First is a high level, then a lower level but still needed.
比較 / Compare：〜ないまでも（lower to minimum, or go with せめて）／〜ないとしても（just state the assumption）.
よく出る形 / Common form：動ない形＋までも＋（せめて〜）.
毎日とは言わないまでも、週に一度は運動したい。
I don't dare say every day, but at least I want to practice once a week.
完璧ではないまでも、かなりよくできている。
Although it's not perfect, it's done quite well.
全部とは言わないまでも、半分は覚えておきたい。
I don't dare say the whole thing, but I want to at least remember half of it.
