文部科学省は、公立の小中学校に「プレクラス」を開設し、外国人児童生徒への日本語集中指導を強化する方針を固めました。2027年度予算の概算要求に関連経費100億円以上を盛り込む予定です。
The Ministry of Education, Culture, Sports, Science and Technology has decided to open “pre-classes” at public elementary and junior high schools to strengthen intensive Japanese language instruction for foreign students. It plans to include more than 10 billion yen in related expenses in the fiscal 2027 budget request.
在留外国人は2025年末時点で約413万人と過去最多を更新し、12年前の約2倍に増えました。公立の小中学校などで日本語指導が必要な児童生徒も8万人を超えています。しかし、予算や人材の不足で、自治体の対応が追いついていないのが現状です。
The number of foreign residents in Japan reached a record high of about 4.13 million at the end of 2025, roughly double the figure from 12 years earlier. The number of students needing Japanese language instruction at public schools has also exceeded 80,000. However, due to shortages of budget and personnel, local governments have not been able to keep up with the demand.
プレクラスでは、日本語での意思疎通が難しい児童生徒が、通常の授業に加えて、基礎的な日本語や学校生活のルールなどを集中的に学びます。自治体がプレクラスを開設する場合、国が費用を支援する仕組みを整え、全国的な普及を目指します。
In the pre-classes, students who have difficulty communicating in Japanese will intensively learn basic Japanese and school-life rules in addition to regular classes. The national government will establish a system to support the costs when local governments open such classes, aiming for nationwide dissemination.
さらに、都道府県や政令市に日本語教育のセンター機能を整備し、就学前から大人まで切れ目なく支援する体制を作ります。外国人が少ない地域では、専門人材が不足しているため、大学や日本語学校と連携したり、オンライン指導を活用したりする予定です。
In addition, center functions for Japanese language education will be established in prefectures and ordinance-designated cities to create a seamless support system from the preschool stage to adults. In areas with few foreign residents, where specialized personnel are scarce, collaboration with universities and Japanese language schools or the use of online instruction is planned.
文科省は、日本語指導を担う教員約2000人分の追加配置費を確保するほか、日本語学校で教えるための国家資格試験を年1回から年2回に増やす方針です。政府が掲げる「秩序ある共生社会」の実現に向け、日本語教育の充実を重要施策と位置づけています。
The ministry will secure funding for the additional placement of about 2,000 teachers responsible for Japanese instruction and increase the national qualification exam for teaching at Japanese language schools from once to twice a year. Enhancing Japanese language education is positioned as an important policy toward realizing the “orderly symbiotic society” that the government advocates.
