自民税調幹部の小渕氏が辞意　消費税減税に反対

自民党の税制調査会ぜいせいちょうさかいで幹部かんぶを務めてきた小渕優子おぶちゆうこ元選挙対策委員長が、幹部会合のメンバーを辞めたいという意向いこうを小野寺五典おのでらいつのり税調会長に伝えていたことが、6月25日に分かりました。飲食料品にかかる消費税しょうひぜいを下げる案に反対はんたいしているためだとみられています。

On 25 June it emerged that Obuchi Yuko, a former head of the party's election strategy committee and a senior figure on the Liberal Democratic Party's tax panel, had told chairman Onodera Itsunori she wished to leave its leadership meeting. She is understood to oppose the plan to cut the consumption tax on food and drink.

小野寺会長は同じ日、党本部で記者団きしゃだんにこのことを明らかにしました。会長は、小渕氏の実績じっせきと能力のうりょくを高く評価しているとして、考え直すよう慰留いりゅうしていることを説明しました。ただ、辞めたい具体的ぐたいてきな理由については聞いていないとしています。

Onodera disclosed this to reporters at party headquarters the same day. He said he rated Obuchi's record and ability highly and was urging her to reconsider and stay on. He added, however, that he had not been told the specific reason she wished to leave.

「インナー」と呼ばれる会合は、党税調の幹部だけが集まる非公式ひこうしきの場です。税の制度せいどをどう変えるかは、この場での話し合いが大きな意味を持つと言われてきました。小渕氏は党税調の副会長ふくかいちょうでもあります。

The meeting known as the "inner" is an informal gathering attended only by the tax panel's senior members. Discussions there have long been said to carry great weight in deciding how the tax system is changed. Obuchi also serves as a deputy head of the party tax panel.

議論ぎろんされているのは、2027年4月から2年間だけ、飲食料品にかかる消費税の税率ぜいりつを8％から1％に引き下げるひきさげる案です。この案は、超党派ちょうはとうの「社会保障しゃかいほしょう国民会議」と党税調の両方で話し合われてきました。

Under discussion is a plan to cut the consumption tax on food and drink from 8% to 1% for just two years from April 2027. The plan has been debated both in the cross-party "National Council on Social Security" and within the party's own tax panel.

小渕氏は、財政規律ざいせいきりつを重視じゅうしする議員として知られています。これは、国の収入しゅうにゅうと支出ししゅつのバランスを大切に考える立場たちばです。関係者によると、小渕氏は周りの人に、この案は受け入れられないという考えを示していたということです。

Obuchi is known as a lawmaker who stresses fiscal discipline — a stance that treats the balance between state revenue and spending as paramount. According to people close to the matter, she had told those around her that she could not accept the plan.

一方、小林鷹之こばやしたかゆき政調会長は記者会見かいけんで、1％への減税案を受け入れられるという考えを示しました。2月の衆院選しゅういんせんでこの減税を公約こうやくに掲げて勝ったことに触れ、公約の重さを踏まえて結論けつろんを出す責任せきにんがあると強調しました。

Kobayashi Takayuki, the party's policy chief, told a press conference that the 1% plan was acceptable to him. Noting that the party had campaigned on the cut in February's lower house election and won, he stressed a responsibility to reach a conclusion that honours the weight of that pledge.

党の会合では、農業や漁業を営む人たちに影響えいきょうが出るという心配の声が出ました。その一方で、選挙で約束したのだから守るべきだという意見いけんもありました。減税の財源ざいげんについては、超党派の会議が26日に実務者じつむしゃの会合を開いて話し合いました。

At party meetings, some voiced concern that farmers and fishers would be affected. Others argued that a promise made at an election must be kept. On funding for the cut, the cross-party council held a working-level meeting on the 26th.

その後も小渕氏は考えを変えませんでした。そして7月30日、正式せいしきにインナーのメンバーを辞任しました。首相が指示した減税の方針ほうしんに、党の中でも意見が割れていることを示す出来事できごとです。秋の臨時国会りんじこっかいでは、関連する法案ほうあんをめぐって厳しい議論が続きそうです。

Obuchi did not change her mind. On 30 July she formally resigned from the inner circle. The episode shows how divided opinion is within the party over the tax cut the prime minister has ordered. Fierce debate over the related bill looks set to continue at the autumn extraordinary Diet session.
