気象庁きしょうちょうは8月14日の午後5時36分、長野県と島根県に、警戒けいかいレベル4にあたる土砂災害どしゃさいがい危険きけん警報を発表はっぴょうしました。対象たいしょうとなったのは、長野県の長野市長野と、島根県の松江市まつえし安来市やすぎしです。危険な場所にいる人は、避難が必要な状況だとしています。

At 5:36 p.m. on 14 August, the Japan Meteorological Agency issued landslide danger warnings, equivalent to alert level 4, for Nagano and Shimane prefectures. The areas covered were the Nagano district of Nagano City, plus Matsue City and Yasugi City in Shimane. The agency said conditions required people in dangerous locations to evacuate.

レベル4は、危険な場所にいる人が全員避難ひなんする段階だんかいです。気象庁は、安全な場所へ速やかすみやか移動いどうするよう呼びかけました。どこへ逃げるかについては、住んでいる市町村しちょうそんが出す避難の情報を確かめる必要があります。

Level 4 is the stage at which everyone in a dangerous location must evacuate. The agency urged people to move promptly to somewhere safe. As for where to go, residents need to check the evacuation information issued by their own municipality.

一方いっぽう、岩手県に出ていたレベル4の大雨と土砂災害の危険警報けいほうは、すべて警報や注意報ちゅういほうに変わりました。雨が弱くなり、危険度きけんどが下がったためです。ただし、警報が続いている間は油断できません。

In Iwate Prefecture, meanwhile, the level 4 danger warnings for heavy rain and landslides were all downgraded to ordinary warnings or advisories. The rain had weakened and the level of risk had fallen. Even so, there is no room for complacency while a warning remains in force.

14日の夜の時点じてんで、レベル4の土砂災害の危険警報が続いているのは、宮城県の栗原市くりはらし西部せいぶと大崎市西部、秋田県の大館市おおだてし、千葉県の千葉市、鳥取県の日野町ひのちょうです。これらの地域では、地面じめんがまだ多くの水を含んだ状態じょうたいです。

As of the night of the 14th, level 4 landslide warnings remained in place for western Kurihara City and western Osaki City in Miyagi, Odate City in Akita, Chiba City in Chiba, and the town of Hino in Tottori. In these areas the ground is still holding a large amount of water.

In Chiba City, 367 millimetres of rain fell in the 24 hours to the 13th, the highest figure since observations began. As a result, the risk of landslides remains high even after the rain has stopped.

土砂災害は、大雨の最中さいちゅうだけでなく、雨がやんでから発生はっせいすることもあります。山やがけの近くで、小さな石が落ちてくる、地面から水がわき出るといった前触れまえぶれに気づいたら、すぐに離れてください。

Landslides occur not only during heavy rain but sometimes after it has stopped. If you are near a mountain or a cliff and notice warning signs such as small stones falling or water seeping out of the ground, move away immediately.

避難と聞くと、体育館や学校へ行くことだと思う人もいますが、必ずしもかならずしもそうではありません。近くに丈夫な建物たてものがあれば、その2階以上に上がるのも避難の一つです。夜に暗い道を歩くほうが危ない場合ばあいもあります。

When people hear "evacuation" they often picture a school or gymnasium, but that is not always the case. If there is a sturdy building nearby, going up to its second floor or higher also counts as evacuating. In some situations, walking along a dark road at night is the more dangerous choice.
