On 30 July, Prime Minister Takaichi Sanae announced a plan to cut the consumption tax on food and drink from 8% to 1% for two years, starting in April 2027. Middle- and low-income households will receive income-linked payments so that the burden becomes effectively zero. As for funding, she said the government would not rely on deficit-financing bonds but would rearrange the budget instead.
しかし、この方針には自民党の中からも反対の声が上がっています。財政規律を重視する小渕優子元選挙対策委員長は、7月30日に党税制調査会の非公式の幹部会合「インナー」のメンバーを辞任しました。小野寺五典税制調査会長によると、小渕氏は6月下旬から辞める意思を伝えていたということです。
Voices of opposition have nonetheless been raised within the Liberal Democratic Party itself. Obuchi Yuko, a former head of the party's election strategy committee known for stressing fiscal discipline, resigned on 30 July from the informal leadership meeting of the party tax panel known as the "inner". According to tax panel chairman Onodera Itsunori, Obuchi had signalled her intention to step down since late June.
反対しているのは小渕氏だけではありません。河野太郎元外相は、減税による物価の引き下げ効果を疑問視し、現金の給付の方が望ましいという考えを示しました。石破茂前首相も鳥取県内の講演で、代わりの財源を示さなければ無責任だと厳しく批判しました。
Obuchi is not the only one opposed. Kono Taro, a former foreign minister, questioned how far the cut would actually bring prices down and said cash payments would be preferable. Former prime minister Ishiba Shigeru, speaking at a lecture in Tottori Prefecture, criticised the plan sharply, calling it irresponsible to proceed without naming an alternative source of funds.
7月31日に開かれた党税制調査会の会合でも、反対の意見が相次ぎました。小野寺会長は会合の後、記者団に対して、反対が6割ほどだったと明らかにしました。稲田朋美元防衛相も、財源が不透明だとして、減税ではなく給付を選ぶべきだと指摘しました。
At a meeting of the party tax panel held on 31 July, objections came one after another. Afterwards, chairman Onodera told reporters that roughly six in ten of those present were opposed. Inada Tomomi, a former defence minister, likewise argued that the funding was unclear and that payments should be chosen over a tax cut.
積極的な財政運営を求めてきた議員の間からも、慎重な意見が出ています。朝日新聞の報道によると、自民党の西田昌司参議院議員は、今の状況を正しく理解しなければ、国会運営に苦しんだ石破前首相と同じことになると危機感を示したということです。参議院では与党が過半数を持っておらず、野党が反対すれば法案の成立は難しくなります。
Even lawmakers who have long called for expansionary fiscal management are now sounding cautious. According to the Asahi Shimbun, LDP upper house member Nishida Shoji warned that failing to read the situation correctly would mean repeating the experience of former prime minister Ishiba, who struggled to manage the Diet. The ruling party does not hold a majority in the upper house, so if the opposition parties object, passing the bill becomes difficult.
減税の関連法案は、秋の臨時国会に提出される見通しです。ただ、必要な財源は年間5兆円ほどとされ、具体的な確保の方法は年末の予算編成に先送りされています。9月に行われるとみられる内閣改造も控えており、政権にとって難しい時期が続きそうです。
The bill on the tax cut is expected to be submitted to the autumn extraordinary Diet session. The funding required, however, is put at around five trillion yen a year, and the concrete means of securing it has been pushed back to the year-end budget process. With a cabinet reshuffle also expected in September, a difficult stretch looks set to continue for the administration.
