8月13日から15日にかけて、関東地方では大気たいきの状態が非常に不安定ふあんていになり、局地的きょくちてきな大雨が続きました。特に千葉県では13日に記録的きろくてきな大雨となり、気象庁きしょうちょうは大雨の特別警報とくべつけいほうを発表しました。

From 13 to 15 August, the atmosphere over the Kanto region became highly unstable and localised downpours continued. Chiba Prefecture in particular saw record rainfall on the 13th, and the Meteorological Agency issued an emergency heavy-rain warning.

千葉市では、13日までの24時間に降った雨の量が367ミリとなり、観測かんそくを始めてから最も多くなりました。千葉駅の前の道路どうろは水につかり、家に帰れなくなった人のために県庁けんちょうのホールが開放かいほうされました。

In Chiba City, 367 millimetres of rain fell in the 24 hours up to the 13th, the highest figure since records began. The road in front of Chiba Station was submerged, and the prefectural office hall was opened for people unable to get home.

東京都内でも13日の夕方、杉並区や中野区を流れる善福寺川ぜんぷくじがわなどで水位すいいが急に上がりました。氾濫はんらんの危険を知らせる情報が一時いちじ発表され、関東の各地では激しいはげしい雨で道路が冠水かんすいしたり、電車が遅れたりしました。

In Tokyo too, water levels rose sharply on the evening of the 13th in rivers such as the Zenpukuji, which runs through Suginami and Nakano wards. Warnings of overflow risk were briefly issued, and across the Kanto region the intense rain flooded roads and delayed trains.

14日になっても大気の不安定な状態は続きました。15日の明け方あけがたにかけて、1時間に50ミリ以上の非常に激しい雨が予想よそうされた地域ちいきもあり、気象台は川や低い土地に注意するよう呼びかけました。

The unstable conditions persisted into the 14th. Some areas were forecast to receive more than 50 millimetres an hour of very intense rain through the early hours of the 15th, and the meteorological observatory urged caution near rivers and low-lying land.

15日も九州から東北までの広い範囲はんいで、急に強く降る「ゲリラ雷雨らいう」が起こる可能性かのうせいがあると伝えられました。ただ、関東地方については、大雨のとうげは越えたとみられています。

On the 15th it was reported that sudden violent downpours, known in Japan as "guerrilla thunderstorms", remained possible over a wide area from Kyushu to Tohoku. For the Kanto region, however, the peak of the heavy rain is believed to have passed.

今、最も心配されているのは土砂災害どしゃさいがいです。これまでの雨で地面じめんが多くの水を含んでいるため、少しの雨でもがけなどが崩れるくずれる危険が高まっています。専門家せんもんかは、危険な場所に近づくちかづくことはやめるよう呼びかけています。

The biggest concern now is landslides. Because the ground already holds so much water from the earlier rain, even a small amount of rain raises the risk of cliffs and slopes collapsing. Experts are urging people not to go near dangerous places.

冠水した道路を車で走ることも大変危険です。水の深さふかさが外からは分かりにくく、エンジンが止まってドアが開かなくなることもあります。雨が弱くなっても、川や用水路ようすいろのそばを歩くのは避けるさけるようにしてください。

Driving through a flooded road is also extremely dangerous. The depth of the water is hard to judge from outside, and the engine may stall and leave the doors unable to open. Even once the rain eases, avoid walking beside rivers and irrigation channels.
