言葉は変わるもの
言葉は生き物である。使う人がいる限り、変化（2）。「全然大丈夫」という言い方は、かつては誤用とされた。（3）、今では辞書にも用例として載るようになった。変化を止めることは、だれにもできない。
とはいえ、（4）、どんな変化も無条件に認めよという主張ではない。場面に応じて言葉を使い分ける力は、やはり教育によって育てるべきものである。変化を認めることと、使い分けを教えることは、決して矛盾しない。

Explanation: “Every time there is” that complaint → 〜にもあった. The next sentence says that the Heian nobles were the same → affirming that once existed.

Explanation: As for the user, it is inevitable to change → 変化せずにはすまない (naturally, unavoidable). 〜ずにはいられない is a person's emotion, not used for language.

Explanation: Before: used to be considered misused. After: now recorded in the dictionary → contrary to expectations → ところが.

Explanation: Just the idea just said in the previous sentence (no one can stop the change) and the writer is commenting on it → これは（こ系 used when close to the writer/being discussed）.
