Possible / impossible / forbidden — easy to imagine…, impossible even if you want to…, not allowed…
接続：動意向形 ＋ にも ＋ 同動詞可能形ない
Even if I want to… I can't…. There was an intention but because of objective obstacles it was impossible.
注意 / Note：Both sides use the SAME verb. Emphasizes unintentional helplessness.
比較 / Compare：〜(よ)うにも〜ない（has intention but objective obstacle）／〜たくてもできない（closer in meaning, spoken language）.
よく出る形 / Common form：動意向形＋にも＋同じ動詞の可能形＋ない.
熱が高くて、起きようにも起きられなかった。
The fever is so high, I can't even wake up.
道が渋滞していて、行こうにも行けない。
The road is jammed, even if you want to go, you can't go.
声が出なくて、叫ぼうにも叫べなかった。
I can't make a sound so I can't scream even if I want to scream.
