注意 / Note：State what is true ON PAPER, data or theory, and the latter almost always say the reality is different. There is は so it already has an opposite meaning - that is different from 〜上で.
比較 / Compare：Same song: 〜上で／〜上の. These models are often mistakenly chosen for each other — carefully read the 接続 and nuances above and then decide.
よく出る形 / Common form：名詞の・名詞＋上では、〜。Or go with 計算・統計・法律・地図・記録. The latter usually has が・けど・実際は.
地図の上では近く見える。

法律上では問題がない。
Legally, there is no problem.
計算の上では足りるが、実際にはかなり厳しい。
