台湾の労働部長が中国を訪問へ　「別の国」発言歴の中でAPEC会合に出席

中国との関係が悪化あっかするなか、台湾の現職の洪申翰こうしんかん労働部長ろうどうぶちょうが、アジア太平洋経済協力アジアたいへいようけいざいきょうりょく（APEC）の会合に出席しゅっせきするため中国本土を訪問ほうもんします。同部長は過去に中台を「二つの国家」とみなす発言をしたことがあり、中台間の緊張きんちょうが高まっています。

Amid deteriorating relations with China, Taiwan's incumbent Minister of Labor, Hung Shen-han, will visit mainland China to attend an Asia-Pacific Economic Cooperation (APEC) meeting. Tensions between the two sides are rising as he previously made statements viewing China and Taiwan as "two separate nations."

香港紙の明報みんぽうが21日に報じた内容によると、洪こう部長は江蘇省こうそしょう南京市なんきんしで開催されるAPEC人材じんざい養成大臣会合に2日間参加する予定です。台湾政府の閣僚かくりょう級関係者が中国本土を訪れるのは、今年に入って3人目となります。

According to a report by Hong Kong's Ming Pao on the 21st, Minister Hung is scheduled to attend the two-day APEC Human Resources Development Ministerial Meeting held in Nanjing, Jiangsu Province. He will be the third cabinet-level official from the Taiwanese government to visit mainland China this year.

台湾の海峡交流基金会かいきょうこうりゅうききんかいの羅文嘉らぶんか秘書長ひしょちょうは18日、今回の訪問について「無事に行って帰ってきてほしい」と述べました。また、APECの慣例かんれいに従った参加であり、中台間には一定の了解りょうかいが存在するため変動は少ないほうがよいと語りました。

Lo Wen-chia, secretary-general of Taiwan's Straits Exchange Foundation, stated on the 18th regarding the visit, "I hope he goes and returns safely." He added that attending follows APEC protocol and that with a tacit understanding between both sides, fewer variables are better.

一方で洪こう部長は2024年の立法委員りっぽういいん時代に「台湾海峡の両側には二つの主権しゅけん国家が存在そんざいする」と指摘してきしていました。これに対し中国側は、台湾は「チャイニーズタイペイ」の名義で参加しており、「一つの中国」原則げんそくに基づいて対応たいおうするという立場を示しています。

On the other hand, when he was a legislator in 2024, Minister Hung pointed out that "two sovereign states exist on either side of the Taiwan Strait." In response, China maintains that Taiwan participates under the name "Chinese Taipei" and that matters are handled based on the "One China" principle.

頼清徳らいせいとく政権せいけんの発足ほっそく後、台湾閣僚の訪中が続いています。今年5月には蘇州そしゅうでのAPEC貿易担当たんとう相会合に楊珍妮ようちんじ行政院ぎょうせいいん政務委員せいむいいんが参加し、今月10日～11日には北京でのAPECエネルギー大臣会合に経済部の頼建信らいけんしん次長が出席しました。

Since the Lai Ching-te administration took office, Taiwanese ministers have continued to visit mainland China. In May this year, Executive Yuan Minister without Portfolio Yang Jen-ni attended the APEC Ministers Responsible for Trade Meeting in Suzhou, and on the 10th and 11th of this month, Deputy Minister of Economic Affairs Lai Chien-hsin attended the APEC Energy Ministerial Meeting in Beijing.

今回の会合では、労働市場の変化へんかや職業しょくぎょう訓練くんれん、雇用こようや社会保障ほしょうなどの政策が話し合われます。AIや自動化、人口構造こうぞうの変動に対応する人材開発が主な議題ぎだいとなっています。

At this meeting, policies regarding labor market changes, vocational training, employment, and social security will be discussed. Human resource development to adapt to AI, automation, and demographic shifts serves as the main agenda.
