断水と猛暑が続く被災地　夜間の見回りと鉄道の一部再開

熊本県くまもとけんの被災地ひさいちでは、地震じしんから日がたった今も断水だんすいが続いています。そこに連日の猛暑もうしょが重かさなり、住民の疲労ひろうは限界げんかいに近づいています。

In the disaster-hit areas of Kumamoto Prefecture, the water outage continues even now, days after the earthquake. Combined with day after day of extreme heat, residents' exhaustion is approaching its limit.

給水車きゅうすいしゃの前には毎日長い行列ぎょうれつができ、高齢者こうれいしゃが水の入った容器ようきを運はこぶ姿すがたも見られます。熱中症ねっちゅうしょうを防ふせぐため、自治体じちたいは水分補給すいぶんほきゅうを呼よびかけています。

Long queues form every day in front of the water trucks, and elderly residents can be seen carrying containers of water themselves. To prevent heatstroke, local authorities are urging people to drink water frequently.

一方で、避難ひなんで人がいなくなった住宅を狙ねらう空き巣あきすなど、被災ひさいに乗じょうじた犯罪はんざいも報告ほうこくされています。住民たちは自主的じしゅてきに夜間やかんの見回みまわりを行い、地域ちいきを守ろうとしています。

At the same time, crimes exploiting the disaster have been reported, such as break-ins targeting homes left empty by evacuation. Residents have begun voluntary night patrols to protect their neighbourhoods.

生活再建せいかつさいけんに向けた動きも始はじまっています。県は、体育館たいいくかんでの生活が長引ながびく人を対象たいしょうに、ホテルや旅館りょかんへの受け入れうけいれを進めています。冷房れいぼうと水がある場所へ移うつることで、健康被害けんこうひがいを防ぐねらいです。

Steps towards rebuilding daily life have also begun. The prefecture is arranging to move people facing a long stay in gymnasium shelters into hotels and inns. The aim is to prevent harm to their health by relocating them somewhere with air conditioning and running water.

復旧ふっきゅうの明あかるい材料ざいりょうもあります。点検てんけんが終わった区間くかんから鉄道てつどうの運転うんてんが再開さいかいし、通院つういんや通学つうがくの手段しゅだんが少しずつ戻もどり始めました。復興ふっこうは、小さな前進を積つみ重かさねる段階だんかいに入っています。

There are also encouraging signs in the recovery. Rail services have resumed on sections where inspections are complete, and the means to get to hospital or school are gradually returning. Reconstruction has entered a stage of accumulating small steps forward.
